i think he means no standalone version needed
only sdp files to update 4.10.13

As you can see this release of ISTA is only for programming data. The client remain 4.09.33

Yes. The last sentence is the answer.
I know you've used to have complete ISTA solution, but sometimes release just have part of it. As this case, the release of 4.10.13 is just an update for programming data, but client(main ISTA program) is still the same(4.09.33), that's why I also included a screenshot for better understanding.
Please read the text, it's not long smile and check the screenshot.
