I've been investigating this. It can be bought on the item number and VIN, but I do not know how to sell it because FSC is coming online. Maybe if they are copied to USB, but you need to know it.
But can it only be possible from a certain production year or is it software dependent?  I'm also interested in it

Can be ordered through a dealer. The dealer needs to order it by VIN and wait to be generated from BMW. When it is available, the dealer can download it via it's ASAP or maybe directly with ISTA. Whether the dealer is willing to give the code to the customer is another matter.
