What a bunch of horseshit.

First: The drive needs to be compatible for a NBT in the sense that the S.M.A.R.T. parameters the NBT expects from the drive are reported by it. Otherwise the drive gets shut down.

Second: The drive needs to be properly partitioned and domain directories need to be created before the drive is gonna work correctly in the NBT. This can be done using SSH with a shell script that is already present on the unit. Or via a USB patch which probably won't work in your case. Afterwards you can flash it to deploy the IBAD's (interactive user manual). You will need to load a map again too. For this you'll probably need to enter the short FSC before the map starts installing. Nothing else regarding FSC's is involved with the HDD.

You can also restore a suitable NBT image to the drive on a PC and then drop it inside the unit.
You'll probably won't find that easily online and it's not easy to create yourself because the drive is ATA locked to the unit via a unique password made up of the mac addresses and serial number of the unit. For this reason you can't drop a used HDD in from another NBT cause the ATA password will be wrong.

Third: USB doesn't work until the HDD is properly partitioned so if you drop in a blank HDD, or one with a CIC image on it like you did, a USB patch to prepare the drive won't work also.
SSH is also not enabled on the unit by default so you'll need to activate that if you want to use the built in sh script.
For the same reason mentioned above a USB patch to activate SSH won't take either.

That leaves you with pretty much no other option than to use the serial console to activate ssh or run the shell script directly from it.

Hope I got all the myths busted with this post for anyone who reads this thread.
