You can divide the range in any way you want, 0, 100, 200, 300, 400 km/h for example, linearly. Effective speed points should be less 4% than displaying speed points. I assume you know how to decrease the value by 4% for each point.

And you need to get data from your cluster and find out how many steps speedometer dial has (this is the last value of motor steps line). So if it's 4740 steps as you've posted above you should calculate middle points (#2, #3 and #4) accordingly your displaying speed points. For point #2, for example:

100 kmh / 400 kmh * 4740 steps = 1185 steps for point #2

Do the same calculation for remaining points #3 (200 km/h) and #4 (300 km/h) and that's all.

0 | 177 | 888 | 2133 | 4622 |
