I have BMW_ISPI_ISTA-DATA_de-DE_4.03.12.istapackage and BMW_ISPI_ISTA-DATA_DELTA_de-DE_4.03.21.istapackage

You can unpack BMW_ISPI_ISTA-DATA_de-DE_4.03.12.istapackage and put the streamdataprimitive_DEDE.sqlite and xmlvalueprimitive_DEDE.sqlite in Rheingold SQLiteDBs folder.

Edit registry key: "DataVersion_de-DE"="4.03.12"

BMW_ISPI_ISTA-DATA_DELTA_de-DE_4.03.21.istapackage and BMW_ISPI_ISTA-META_4.03.13b.xml and BMW_ISPI_ISTA-META_4.03.22.xml you can update with:

IstaLauncherConsole 1.1

In C:\Temp folder create 2 folders

ISTA_Store and Downloads

Put the 3 files in C:\Temp\ISTA_Store

Ok, i have all installed as you described here, but launcher in the end fails to install update.

Can you post IstaLauncher.log

Did you Put all 3 files in C:\Temp\ISTA_Store / Downloads

In C:\Temp folder create

ISTA_Store folder

and in ISTA_Store folder create 2 folders
Downloads

Temp

Put the 3 files in C:\Temp\ISTA_Store / Downloads

Here is the log
I have created all folders right.
There is a file not found in the delta package:

2018-11-10 09:47:24,789 [1] [ERROR] DeltaDbUpdateManager.DoDeltaDataUpdate() - failed with exception: System.IO.FileNotFoundException: The given file C:\Temp\ISTA_Store\Temp\BMW_ISPI_ISTA-DATA_DELTA_de-DE_4.03.21\streamdataprimitive_DEDE.sqlite does not exist.

I have located the failure.
Modified the launcher reg with right rheingold install folder . my is c:\rheingold\rheingold and not c:\rheingold
Job is done.
