I tried with few different applications to extract this downloaded file (also with latest versions of 7zip and WinRAR; on Windows and OS X) but I can't unpack this ...
Error in WinRAR: The archive is either in unknown format or damaged. I also already tried to download file again, but it doesn't work.

Opens fine for me, Windows 8.1 with latest 7-Zip.
