Your eep is bad and stuck on the boot , here is repaired dump .
Write and send result. For FLASH , I dont have the same but you can  put any CAS+(not crypted) flash dump and do update on the bench.

What is the mask of motorolla, can you take a pic . This is not 512 flash it is 256 ... please confirm. 0L15Y it is 512 and your flash file is 256k.
