If you have Carprog ,you can try to precode TP23 with CS from ECU,maybe get lucky.

B6 passat keys have cs, there are precoded to the car,
so as already stated you either need a new key ordered from dealer, which you can the add with the pin code or avdi to read cs from car and precode the chip making it a dealer key and then add it to the car with the pin. |

For all keys with CS (component security) you need to buy adequate tool..You can not work key only with VCDS!!In terms of the immobilizer the CS is a “password” that used
in couple of the Motor Unit (ECU) and the immobilizer. The protection scheme includes 3 components that share the CS, they are: ECU IMMO KEY Discount for CarTechnology forum members , 500 000 EVC reseller projects.
