I presume you installed Monaco with Xentry system (quite new version). This is SDconnect toolkit conflict!

win 7 x64 xentry 09.2018 - full patch monaco 8 3 12 vediamo SDC4 Monaco dont see toolkit =( I tried to put the DTS monaco on a clean system - there is another error emerges - this error on clean system without xentry |

Don't know exactly on your second problem but the first error 8413E800 was due to SDConnect toolkit conflict with Monaco
