m8 is simply ! if those dtc's are permanent some system permit to erase them in first stage,but after you put again ignition on for a new diagnose,is normal to pop up again,being permanent(same situation like on VAG cars wen wastergate are broken,but you can erase dtc till you use car again,if you mean what I try say)

Same mileage, you did not move the car...Fix the problem and after that you will be able to erase them.Does not matter if you switch ignition off/on or not.

many software you do not need to cycle the ignition, just to restart the software is enough.
