No you are wrong.
You can flash without unlock if its a original .frf!
Unlock is only necessary if you want to flash modded .bin files. 

I have done this many times on my own car (Golf 6 - CAYC 105 HP - 03L906023HM) and on many other cars...
Many people came to me to downgrade their SW after dieselgate-update.
