I have Windows 7 64bit 

I installed and uninstall  ISTA 4.17 5 times and still get the same error "Failed to start ISTA" i have no clue what it can be.. can someone please help me?

Can you post a screenshot from your database directory ?
For me it seems that you haven‘t placed them in the right folder or some are missing.

same issue I have seen when the SQLitesDB stuff is missing from the folder ''\Rheingold\SQLiteDBs

you are missing OTHER... you have to at least have these in the picture in green..

I used 7zip to unzip the files there was no option to unblock files.

The databases have to be directly under "C:\Rheingold\SQLiteDBs\. Not in a subfolder there. Means it should be e.g "C:\Rheingold\SQLiteDBs\streamdataprimitive_enGB.sqlite" and so on.
