You need .reg files for databases also. ISTA-D*.reg not enough.
Do you have database*.reg files?

7z is a archive and you must unpack the files for ISTA.

You can use the installed WinRAR.

Check your vcredist instalation, if you have vcredist 2017 uninstall it and install 2015 version, run rcleaner v4.4 and reboot. If you have x64 windows you have to install vcredist x86 and vcredit x64.
