Forgive me if it's a dumb question - does Xentry Open Shell and Open Sell PasThru both use the same addons? I tried to install the addons with offline addon installer for XDOS 07.19, but was unable to install any.

Not sure. Just use (what i do) online addons. AddOn center should start automatically, and download addons when you are online.
