When i updated with launcherconsole in the past i update SDP with ALL the sdp/xml files in place from the last Full SDP file used.

So because  SDP Full 4.18 was never been on this forum i asume you updated it with Delta's from 4.17

So you have to have all sdp.xml's  from 4.17.xx ,4.18.xx and 4.19.xx in place. Beter would be if sdp full 4.19 will be posted,

Its strange because it unpacked the files, but installing stops at 80%
and get message Failed
