It does not need to.  You are using E-Sys 3.33.4 for CAFD Injection and Flashing only, neither of which requires Launcher.  Launcher is used only for FDL Coding, for which you are using E-Sys 3.27.1.

Does PSdZData 4.19.21 not work with E-Sys 3.27.1 or another version up to 3.30.1? I need E-Sys for flashing firmware's on control modules or updating HU Units

Not for CAFD Injection or Flashing, rather Use E-Sys 3.33.4.  You can FDL Code with 3.27.1.
