I have installed ista 4.19.15 with succes, now i want to change the dealerdata in the configuration page under dealer data. Only the update button is grayed out. Can someone tell me how to update the dealer data?

When the dealerdata is updated, and i preform a servicereset with ista, will the dealerdata be visible in the idrive menu under  services?

Dealer data is set in license file. And it is only visible on report printout. You can change phone number in the car via service function.

Use hu-service manager.

You need access to BMW systems to register it online and then transfer it to car. You can use hu service manager or tool32 to just add service info to a car but it will be deleted as soon as car will be connected to BMW system.
