I can not make new license because your hardware hash not changed, problem is on your side. All tipps for this problem discussed several times, search in forum.

Do you have my old licence key?  I checked the forum and nowhere do I see my license request and your answer.
or if I update bios and windows to latest and hardware hash will change then you can create new one right ?

If license not working then is not problem from license, search on your side. If license not working then also not working after change hash with new license.

Uninstall ISTA, clean registry, install all prerequisites, install ISTA again with my installer.

Seldoy friend please look at steps:

1. remove folder where ISTA was instaled
2. remove all about BMW* from registry  - manually 
3. used also RCleanerV4.4 as administrator
4. used RegCleaner tool for remove invallid entries 

- restart PC

5. Install Ista from your instalerr run as administrator

- after done restart PC 

6. run ISTA as Administrator and got this screen: (attachment)
