On hardware is nothing changed, i can not generate new license, problem is on your side.

You tryed to use another licensegenerator from china?

Try again 4.36.4x and you see that it working.

To be clear: updating to 4.37.XX should not require a new licence?

From ISTA 4.37.22 is need to renew license.

Simple remove license from registry and make new request.

Remove Key „License“ from:
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\BMWGroup\ISPI\Rheingold
or
HKEY_CURRENT_USER\SOFTWARE\BMWGroup\ISPI\Rheingold
