I don't think that this is such an important.
As I remmeber IE must be in language that you will use the Global Tis
For instance Global Tis v32B cover this languages:
- English
- German
- Spanish
- Portuguese
Global Tis v36A cover only SI & LT and in this languages:
- Italian
- German
- French
- Dutch

I have succesfuly installed the globaltis v32 but only on english windows xp.
