I'd did it and still have same message

so delete "lic_key_2.dat" from this folder:

C:/ ProgramData/ LicDir/

and try again to activate as administrator

As you know, there are vcxdiag SE for different brands, but I don't know if the hardware is the same or it's a license issue in vxdiag manager. But yes, it can work with VCX SE.
