Yes it is possible via cd usa and if your car have 06CP.

I can activate connected drive in US spec car in EU without problem- also Apple Car Play and Android auto will be active. It is not done by provisioning.

Only possible with the OEM FSC apply as per VIN for
MGU ID7 Apple CarPlay & Android auto
NAV. MAP. VR FSCs as well for region change
