Ive done loads of these BDCs for the f48 brand new from main dealer and its always the steering lock, take it out, read the eeprom and post the file here and i will virginise it for you or pm me for quicker response

was this BDC new from the dealer they had on the shelf? Maybe it was ordered for another customer and the parts guy just brought it out. Do you have the packaging the BDC came in? The VIN will be written on the order. Also if you have a key reader, do the same and read the key and see what VIN in on the keys

How would the central locking work if the keys were from another BDC.  I have already written that the keys are recognized in the ISTA service function.  There is a dealer sticker on the BDC with the VIN number
