I have not looked at your dumps.... but edc17cp14 should immo off only by eprom... unless it is uds protocol then flash off and dtc p1570 is also required.
Alan said there is no immo in your eprom file so maybe the eprom has been messed with. I have not looked at your files. Here you need to disable the immo by changing the byte in the eeprom and correct the checksums

Or you can use winols 4.7, other winols on vm dont work on med17 eprom checks but 4.7 does.
