Ok in your case it worked with just flash, but apparently not every unit works this way, because I couldn't flash mine so I need to take some other steps to flash it

the main problem is that there are so many HWEL´s on the market and nearly each HWEL needs a different flash. and btw there a 2 or more HWAP per HWEL on top!
It makes it a little bit complicated!
If you send me the HWEL and the little sticker on the side says somethink like "NB0xxxx" or "MB0xxxx" or "TB0xxxx".... i can send you the TAL for the current I-Step 23-07

Upgrade on the topic:
I finally grabbed customer US unit and I compared @Airbus files and they are exactly the same as they are already in this US unit, so if I use them I will only update the unit to newer I-level. There are no speech ECE contained in this TAL. The swfl that are additionally present in Europe unit are (taken from Europe Entrynav2, the same calculate esys for US unit):
3BC9 - Speech China
3BCA - Speech ECE
3BCC - Speech ECE VG
3BCD - Speech ECE VG BI

It always throw either RC_START_HTTP_UPDATE returned negative response or
RC_EM_IE returned negative response.

So the question is - is there any person who know how to flash it (if possible) and would like to share/sell solution?

You do sthing wrong. I have done it several times! Just flash it and change the language as needed.
If you do it bench you need to connect a KOMBI aswell... thats the language master!

I do everything correctly, just can't flash these additional swfls. Without this there is no way that lector will be there. If you will have your hands on entrynav2 from US then take a note what swfl are there. If there won't be these 4 then there will be no ECE lector.
