If it is an original tool and not a knockoff - seems to be unbranded VCM II tool.
Try using original software from Bosch with it.

Via VCX nano and VX Lanucher it takes care about it, how about this case.

IDS is one thing, VCM interface another . You wanted a driver for your interface and not a license for a program. I presume the problem has been solved and now the thread is closed.
