the KT200II with the latest update of June, is modified by a guy to be used 100% offline without the need of a dongle,
if this is true, has anyone of you tested this software

Yes, i`m the developer, i go by ChipLogic ( here i made the account many eons ago) .
Gen1 and Gen2 offline without dongle.
I will make a sale thread (i was actually thinking of doing that today)

Kt200II pcr2.1 obd unlock 
Read vr -- modify vr
Write via obd complete stuck at 6%
Then asked to pull battery positive and wait 2 minutes
Then asked to restore battery positive and switch ignition on
Writing proceed to the end
Writing time 25 min.
Unlock and checksum applied in writing ok
