The next ISTA 4.51.1x must be installed ISTA Launcher 1.51 first.

XZBMW  RE: ISTA+ 4.50.4x Install Files - MEGA
In this 4.50.4x, the ISTA Launcher is required, but the error diagnosis and deletion are normal.

The "Execute Measures Plan" button is also activated normally.

It is expected that the logic to check ISTA Launcher will be added from the next 4.51 version.
