is it possible to decat this car?

DTC P0171 and car is not working good
Before removing cat car was fine

SW ver.: 
Spare:

Try this and let me know

No engine light but car starts to fail at low RPM, and goes fine on full load
After a while, max 3000 RPM without any DTC
If I shut off and turn on again, max RPM again, then after a while 3000 RPM max again
