So the car had no ELV before flashing(and doesn't have it after flashing) and it's definetly a lci model.

As I wrote in the first post all cars with this problem had from factory ELV and this ELV's works till the car was updated with ISTA-P . Nobody disasseble them so they still in that cars but stop working after CAS update and I want to run them again. From where You get this info that 9262360 I must change to 9262361 or with newest ISTA from 9395656 change to 9395657 like I understand correctly ?
