Yes it is possible via cd usa and if your car have 06CP.

I can activate connected drive in US spec car in EU without problem- also Apple Car Play and Android auto will be active. It is not done by provisioning.

It is independent of the OEM FSC. And it does not depend on FSC at all. Verified.
