Have same issue with an F90 M5CS that i have imported from the USA. 
Its impossible to activate connected drive. Even though i can sent an sms from my bmwusa.com account to activate 
connected drive, the sms never arrives..

Reading FS with Tool32 shows esys change of esim profile and no network signal...
Called connected drive service in Germany to address this issue. Reply of the support guy was, its not possible to activate an US version in Europe and i have to live with that..

I'd don't want full functionality I want only new driver profile and meaby apps that's all
