Can ISTA/P add new keys to the CAS system to enable Vehicle start?

have anyone done this before?
if not with ISTA/P what tools do we buy to add keys or key FOBs to start BMW Vehicle.?

Any links to buy these tools?

No you cannot do with istap,keys pre-stored in cas, you can get from the dealer.
many aftermarket tool exist to prepare keys obd/dump

bmwexplorer,abritus bmwcommander,simon touch,etc..
