Like I mentioned I went through all the connections and everything seems okay. I will double check optical signal on ZGW.

I'm pretty sure wake up signal is working. I hear CIC boot up. Also if I disconnect wake up signal, ESYS can no longer communicate with CID and IHKA.

Check most cable. Sometimes they came with swapped positions. Unplug both cables from one end and swap them.

This ended up being the issue! Most cable was installed backwards in the quad lock connector. Flipped the wires around and the CIC came to life! Thanks!
