Ista p or fstool, but fsc for your new vin has to be created.

no, bmw can, or someone with bmw cert chain, and basically you have wrong sw in ecu. I gave you a solution, flash other sw without fsc. bmw never do this. No solution without fsc and ecu reprogramming to correct sw.
