Can somebody help me out with repair pack?

I flashed cic on e60, patched, generated FSCs with I tel method like I always did in the past. This car has no Voice Control thats why I did it...wanted to activate it.

If I do GET STATUS with fstool I get on all fsc (17,18,1b)
SW SIGANTUR STATUS rejeceted

Tried to reflash cic 2 more times but always the same issue.
Can somebody help me out with repair pack?
