Why are you looking into ISTA's programming??? Follow quick test plan for that fault and be done with it.

check ABL's in ista. and dont do anything more with car.

For component protection this is normal when BDC is replaced. If you have good relations with a dealer you can ask them to give you component protection removal FSC. Or if you have AOS, ask their support.

I think in this case ISTA+ does not contain test plan to lock airbag after programming especially for F48 / F39 models.

Must use transmitter in esys or 

tool32 acsm4i.prg

I did that, but ISTA only says "rerogramm and code new".
it doesn´t do anything more.

Do this and leave car overnight sometimes need time to reset airbag.

Tryed with tool32 and with e.-sys - let it sleep for 1 hours between, but still blinking.
In E-Sys i only get this.
Maybe this is related to the BDC

Open Tool32 - Load ACSM5.pgr -
select STEUERN write in ARG;VERRIEGELUNG_SG;0 -
Hit F5, then I was able to delete the "ACSM not locked" fault using ISTA+D.
1. use Tool32 to lock airbag
2. use “Power down” service function in ISTA
3. wait for the hazard light or start/stop light off
4. ignition on and then clear fault
The “Power down” service function will speed up a lot and you don’t need to wait too long
