Mine wont start. after run istagui.exe with admin rights not open and task manager show it for few seconds.. but program not start.

Any needed Vcredist installed?
Net Framework installed?

Correct. The only three things most people get wrong especially those upgrading from immediate older version are
1. Forgetting reg fix
2. Failing to install right SQLiteDB though error for this is very obvious
3. Failing to run as admin

I have had instances of errors in the downloaded file and having to download the whole package once over

Link works fine. Check with network admin or use different ISP.

Problem in what you something missed in installation. Check your installation step by step. Better read FAQ from here: Rheingold 4.08.13 Standalone

Latest Rheingold ist without: "exhaust gas recirculation" option under Service -> Diesel Electronics

why? with older Rheingold is it possible.
