Make sure all prerequisite software is installed, all runtimes, vs90..

Which ista version? And you say INPA works so you have ediabas in C. Is there another Ediabas in the ISTA folder?

yes, ediabas is on c: \ and in the ISTA folder there is another EDIABAS, version ISTA 4.32, on another pc it works correctly

You may have the directory corrupted or missing.
Delete and reinstall ISTA

This could be your problem, change "BMW.Rheingold.OnlineMode"="False"
NOT True, if still same problem post your 
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\BMWGroup\ISPI\Rheingold.

I have same problem. I tryed with local area network and direct conection too but no way
Mine is clone Icom A2 firm 03.14.03. I made clean installation windows 7@64 installed Standalone Ista 4.22.13 ....all necesary stuff...framework, vcredit, etc ....also set up "static ip"
with old Ista-D / Ista-P versions works fine, ....maybe I have to update Icomfirmware?
Do some extra lan configuration on laptop? ....change something on registry?

Ip from itoolradar and then: 58000

Static ip adres

ICOM IP: 192.168.68.85
Mask: 255.255.255.0

Gateway: 192.168.68.99

In your LAN network card set IPv4 as static:

192.168.68.99
Mask: 255.255.255.0

As interface in ISTA choose "ICOM /ENET local area network"
