My inside blower motor on am bmw e90 doesn't work. The FSB is good, the climatronic panneel i've replaced with another one and still no start, the battery is 70% life, it does not gives power to the FSB.
The motor spins freely, it is nor jammed. 
What could be the problem?

I diag(ed) long time ago e39 with similar problem and it end-up been WRONG climate unit
Guy bought bmw from an action been stolen recovery with half of electronics missing so the guy bought what he though would fit, but it end-up been from wrong year with wrong options

I went to salvage yard found correct year/make/model and pulled correct electronics everything worked

I tried coding but it never worked because wrong hardware

So check if your Climate Unit is correct for the car(check that the vin/hardware/coding match)
Also check fuse/rely and GM module, check other fuses ALL-OVER-THE-CAR with power-prob

e90, last year i helped a guy about GM module he couldn't start the car, i went-out to salvage yard pulled(FEW GM modules) all been wrong hardware and showed wrong symptoms each time i plug-in(Recommendation: replace with correct GM(model/hardware) )

early years of e90 had problems with GM modules, later model of e90 had problems with wiring shorting or braking for fan(check re-call, on my e90 dealer re-wired large chunk of wire for fan about 2 feet)

the gm module is under the glove box, black box with 2 harnesses? how can be coded on my car if i buy one fron salvage yard? winkfp change vin, ñc5ёxpёят vo coding? or does require special tools?

the blower powered outside the car directly from a battery is working fine. so, the blower is not dead. the blower does not get power from the car. i want to fїж it, it's hot outside.

explain how you test the pwm module on the blower when you get it out of the car?

the blower motor has only 2 pins. +- 12v and it spins. the fsb module has 4 pins. between 1 and 3 it should be 12 v and it's not.

by the poor information you give us about the car, 1 - 3 is not power supply to the pwm module on the blower. once again how did you test it ? so you know is good ...third ....i am guessing because you give us ...only...it is e90.... there is fuse for the blower and if the ....module does not give power many other things will not work as well......like engine coolant blower motor/s ......same power .......
