Do you have SDP installed ? PAD is mayby to SWI Data map is missing? And maybee programming in registry is on True. If this is the case try too set programming in registry on false.

Setting:
BMW.Rheingold.Programming.Enabled True set to False
BMW.Rheingold.Programming.ExpertMode True set to False

ICOM Firmware for 4.07.31 shoud be 03-15-02 for ICOM A1&A2 I think. I assume it has to do with multiple sessions 1 PC can handle.
I think 03-15-00 is the minimum if you have ISTA winch can use multiple sessions.
