The device in the photo is identical to mine (I am not sure if mine has WHITE OR black optocouplers, top left board).
Notice that it is missing the two caps leading to the 2 zero resistors at the gate of the serial D connector (top left board) and the CAN 10K resistor (bottom right board), also like mine. But I do not have issues with it.

However, DiagBox should start any way even without the VCI connected..
