Ok I will say again in one post all that I can tell you:
- your issue could be in the driver
-your issue could be in the firmware of your MCU which is a PIC18F45K80 and not the right one PIC18F458
- your issue could be in the firmware because its not the right one

Mate once again because I suppose you don't understand well.
The MCU in your hardware is working at least is not reflashed. If you reflashed the MCU this will not work. Not because its damged but because you flash it with a dump for a diffrent MCU and what you flashed in it is not matched.
Then the firnware used fw1.99 its a fake created and its not a real one. I mean the firmware version is actually fw1.39
For vauxcom 120309a you need at least fw1.45

Now if you say that the only thing that you did is that you flashed the FTDI so it seems that your problem could be in the drivers settings or you didn't used the correct dump ( ept ) for the FTDI

And you use windows 10. And there is a driver problems.
I told you that there are some videos in youtube that will let see better then I can say in words how to fix this.

And in the last I said I cannot advise you what you buy from China because what you see it coudn't be what you got. All its lottery.
But I told you to buy a tool that it hasn't that components on PCB or their pads ( D5 and C22 )
Because you are sure that there is a PIC18F458 on board which is the correct MCU for opcom
Then your Insignia has controlers on CH-CAN and non of the clones made in China cannot connect to this controlers.
This are all I can say. If this don't make you fix your tool maybe will be someone else that will be able to give you beter advises.
