No, it just extracts the package. You still need to patch several files in order to make standalone.

Windows CMD Shell : 

msiexec /a BMW_ISPI_ISTA-APP_4.17.31.18224.msi /qb TARGETDIR=c:\msi\extract

Is this the method to make a Standalone?

I do not know but I need the ecu data, so I unpacked it
the rheingold folder is just like the standalone available
