They can be downloaded in the link on the first post. (4.37.13, .20, .30, .40) And you can use the ista launcher console to process them.

So, use 7-zip to unzip the BMW_ISPI_ISTA-DATA_cs-CZ_4.37.13.istapackage file(2 files from ISTA) into the Ista/SQLiteDBs folder...
