The one i flashed was zgw-1 mid metal case.

that zgw works no problems with cic. if you in bench have navi and in car no its not zgw problem because zgw only wont deactivate fsc

What could be the problem?
I even reconnect the maps update-usb and it is accepted.

go to esys fsc and check fsc status and also the vin stored. Your problem is not related to zgw
