Please forgive the basic question, I've been away from BMW for a bit. Is the 170 FSC available in the normal FSC packs from the AOS portal? What exactly does that FSC do?

You need S-Gate access to download repair packs. If the 170 FSC has already been requested, then it will be there in the repair pack for the VIN number.

170 FSC is for removing Component Protection (Theft Protection)
