sorry for the delay. Still had the same issue so went to get another cluster just to see and then thats when i realized where i made the mistake. Previously i used to use a separate tool to power on clusters. recently ive changed my nbt loom to have a dash clock connector. i forgot you are not supposed to have zgw attatched when powering on the cluster as itll compare the mileage so that was the cause of the 99999 as both clusters when i removed the zgw or used original tool were fine. so this was a case of user error.
