With the car off and locked, the current consumption is 1A. After removing the instrumental cluster consumption falls to 120mA, I think the instrument cluster does not allow the car to sleep as the consumption begins to fall for a short time and immediately rises to 0.9А

I remove fuses sequentially but consumption does not decline until I remove the instrument cluster

I don't believe in view of the numbers you give that the problem is the IC, the IC stays awake and consumes, but I don't see that it is the root problem.

I change the instrument cluster with another and with it the consumption drops to 0.2A, but with it it does not count the fuel, it does not see the fuel in the tank at all

New cluster must first be virgin than adapt to according to car.

I tried 4 instrument clusters, I make them virgin, I adapt and the consumption is the same...only with the one that doesn't run out of fuel, the current consumption is 0.2A

That consumption is still much higher than the nominal at rest, you have another problem there, without a diagnosis I don't like to venture results, but give the front sam a spin.
