My cable give name Ross-Tech HEX-V2,

and i use VCDSLoader.exe for vcds 22.3

Yeah, you need a SFD offline calculator working only with STM ARM cip..

why not buy an original vcds, it's really not too expensive !
sorry, but if i want to make some money repairing car's or just want to read my own vehicle, it's not too expensive

of corse you can... But what is this VIN limitation?! Why do they have to limit the VINs I connect with the HW I already paid for?!
